Open the Menu by pressing Num +
Just Click the boxes to activate the Buffs.
Green = On
White = Off

Clarification for some buff effects
Fast Passive Recovery - Community Members not controlled by the player recover faster from fatigue, trauma, injury and sickness.
Safe Search Buff - Gives you the buffs given by the "Safe" trait. Faster search speed, no search crashes, silent searching.
Increased Enemy Scout Range - Passive/Aggressive zombies are marked on your map.
Null Blood Plague Timer - Sets BP Timer to 0 when character contracts Blood Plague. But character should not die.
RT Perks [Darkside Version] - Based on the RT Perks of Darkside Redux mod. Slam has higher priority than Leg Sweep, Drop Kick has higher priority than Jumping/Flying Attack, Dodge roll from/during sprinting. Normal dodge when not sprinting

Some buffs require you to be at base to take full effect. Since it needs to cycle through your entire community, community members must be in render distance. In rare occasions the buff might fail or stop. This usually happens when the game respawns your character or the game enters a loading screen. Buffs will refresh themselves every 3 seconds.

Some buffs present in the Non-menu version are absent here. Because I can't or still trying to convert them into Menu Version.
As for the Community Buffs. We're still trying to figure out how to achieve adding community buffs.
