Changed some script properties to be directly saved in the plugin file to optimise and improve compatibility with being an ESL / "lite" plugin file. This was not fun.

Added the ability to spend Quantum Essence (initially gained during main quest line) for Skill Points. Look for the "Quantum Focusser" on the dresser in your room in the lodge.
Added the option for some basic cost scaling options. Be crouched when interacting and the setting's button will be visible.
Fixed an issue where the activator options for NPCs weren't showing up for some new users. Existing users with this issue should see it fixed by using a training terminal and clicking the "Train Skill Point" button. Even if you you can't afford or don't wish to spend credits, just cancel on the next screen but clicking the Train button will run the fix I implemented.
Also added Alex Shadid from the Freestar Rangers to the list of NPCs who can train Skill Points.
