Any sane civilization builds their spaceports over water. Keeps ships from blasting debris for miles during takeoffs and landings, and from setting fire to the surrounding area.
Know what we can't do in Starfield? Build in water. So I fixed that. This mod enables you to build in water. And underwater.
Version 2.0 enables swimming underwater, without requiring any changes to StarfieldCustom.ini. If you already added the [Water] section you can leave it or remove it. It doesn't hurt anything, but it's not required.
If you want to build farther out and stay above the surface I recommend Outpost Foundation Engineering with Landing Pad Mods. It allows for much taller foundations, which means building in deeper water.
Talismancer has figured out breathing underwater, so that your spacesuit now properly provides oxygen when you are submerged.I highly recommend his Water Breathing mod until I can roll that setting into this mod with the next update. Added in version 2.1
Changes from this mod are also included in Outpost Beacon Override, which increases the outpost build radius by modifying the beacon itself rather than changing a variable (which is used by other things besides the outpost beacon.)
