Use Mod Oragnizer 2. NMM hasnt been supported for anything in a long time.
The .ini Archive is a file you have to create, not a command you run in console.
If you are having trouble this tutorial should have all your relevant information! But this is just a texture edit so as long as you have your StarfieldCustom.ini set up and you put the files in the right place, they should overwrite the default textures.
