Changes rarity of Legendary drops for all difficulties. Options for more or less rarity as well as Console Command Runner support.

Simple Game Setting edit that changes rarity of Legendary drops. Legendary rarity is normally determined by the difficulty you are playing on. This change makes it so that no matter what difficult you are playing, Legendary drop rarity will stay the same.
There are a few options for normal, more or less rarity.
Optional Console Command Runner support.
Install instructions are in the archive.
Once we get xEdit for Starfield I will update this mod to use a proper plugin.
