Sable appears in the game if you and Wilford have at least 4 hearts of friendship. After that, you need to go out in the morning (after 7:00 AM) to the bus stop to meet her.

The First Meeting:
You must reach at least 4 hearts of friendship with Wilford. After that go out to the bus stop in the morning time.
