This mod is currently unmaintained. It IS updated for 1.6.
I've decided to step back from Stardew modding for the time being, due to general burnout, which I already felt during 1.5.6, and has only gotten worse with the 1.6 release. Who knows, maybe I'll come back to modding this game one day, but for now, it is what it is.
If you're interested in maintaining the mod (just updates, bugfixes, compatibility patches, but maybe new features too?), let me know via a NexusMods DM, or on the Stardew Valley Discord server, or a Discord DM (my handle is @shockah) - I plan on giving mod page edit access to anyone interested, and also switching all DP to the maintainer.
Its bugged, the soil stays watered for much longer than advertised. At some point the soil does become dry again and I'm not sure what the conditions are but I think it might be when the crop is harvested. Even the basic fertilizer often stays watered for a week or longer.
This mod still works well as of May 2023, however, it seems that the intended behavior of watered retaining soil having its duration reset when new water is received no longer works. Fresh water from rain or watering can, either outdoors in soil or indoors in garden pots, appears to have no effect. Tested with a minimal mod configuration to avoid potential mod conflicts.
Despite this, 1 or 3 guaranteed nights of retained water remains a significant enhancement. With the original lower tier retaining soil behavior, it was as fast or faster to simply water everything again than try to discern what held water or not. It's just a shame that rain doesn't refresh the retaining soil any more.
Just to be sure, I started a completely new game that never had any mod loaded at any point except SMAPI, this, and those listed in the Requirements panel (GenericModConfigMenu, Project Fluent and SpaceCore). I then slept until Day 15 and bought Basic Retaining Soil from Pierre. Tested it on both Parsnips and empty tilled soil. Neither remained irrigated for a second night after re-watering them earlier on the second day while they were still watered.
Unless something changed with one of those mods, the only other variable I can think of is that I'm running the GOG version, as opposed to Steam.
I didn't see anything in the log that stood out as relevant, but here's a few bits from the log just in case. I can provide a full log if desired.

Will it break things if I set the requirement for Project Fluent to false? I really don't want to install yet another mod requirement just to make one mod work.
Not sure I understand the config. Is the number you choose in regards to enabling wet oil, as in permanently, or is it about how many days it works before before drying out?
It's about how long the soil stays wet if retaining soil is applied. Watering the soil in any way (watering can, sprinkler, rain) will reset the "timer".
I had water retaining field mod which makes them much better but still didn't cut it for me. removing the rng actually make them worth it in case of not having enough sprinklers .great job ! I just changed config to chance of vanilla multiplied by 28days . 9days for basic retaining field and 18for second one . edit: did not know how this works sorry all wrong numbers !
Thanks for giving this mod a shot! I actually made the default values this small, because even a single day of rain will reset the amount of days they will stay watered for. 18 days without rain is very unlikely (unless you're using those in a greenhouse). But anyway, that's just me, and that's why the config is there, so you can do whatever you'd like!
Edit : edited my original comment because I was dumb and did not notice how this works ! after alot of testing for me sweet spot is 2days for basic retaining field and 3days for quality retaining field I think now it is finally comparable and worthy to mix it with sprinklers until mid game .more than that it's probably too good and with default values of 1 and 2 I think it's still better to just use sprinkler and use the fertilizer/speed gro instead.
this mod is not going to be removed from my modlist ever !

EDIT. They work fine and the hover info only displays the wrong text on the crafting menu. Once in inventory it says the right thing. :)
