Introduction

Ashen Concordat is a content addon for Shattered that populates the war-destroyed ruins of the cities of Shattered Skyrim with occupying Thalmor & Summerset Isles High Elves. You can avenge the brave citizens of Skyrim and try to reclaim the desolate cities, but the people are gone forever - so the future is bleak no matter what you do.

The concept for this mod is heavily inspired by the excellent World Eater from Scrabbulor.

Details

This is not a story-focused mod, it’s mainly a combat-focused experience. But for lore & flavor, there are some hints, details and characters in the world for you to find about the events of the war, the fates of some of Skyrims citizens and the lives of the occupying Thalmor soldiers.

Every city has a mini-boss fight against a Thalmor commander and there is a simple quest for defeating them all. After you have slain the first one, the quest will appear in your log. You can fight them in any order you want, but for story reasons the bosses in Solitude and Winterhold are stronger than the others, so I recommend leaving those last.

In total, there are 254 unique NPCs. All of them have unique names and faces (bulk of the development time was spent on this xD). They are hostile to the player and non-respawning. The regular non-boss NPCs are comprised of a couple of dozen different Thalmor classes, like varying ranks of soldiers from novices to elites, as well as farmers, miners, Altmer nobility from the Summerset Isles etc. Some of them also carry unique or rare items. I didn't want to go with the cheap vanilla approach of calling everyone a nameless "Thalmor Soldier" and slapping the same Elven armor & sword on everyone.

The stats, items and spells on all ranks of Thalmor soldiers as well as the Thalmor commanders scale with your level a bit, and some cities are a bit better defended by others.

Compatibility

It is not recommended to combine this mod with Shattered - World Eater, since both of these mods populate the cities.
Might be incompatible with other mods that adds inhabitants to cities, at least thematically.

Compatible with mods that alter Thalmor or Elven equipment or anything similar.

Compatible with Forsworn and Thalmor Lines Expansion by jayserpa.

Fully compatible with my main Shattered project, Abjects. The reason why I made Ashen Concordat is to give users of Abjects more options for gaining combat experience in the world.

Added a patch for Aegis Anuad in the optional files. The patch distributes Aegis Anuad armors to some of the elite Thalmor Soldiers, requires Aegis Anuad.

Hard mode

If you want a harder challenge, there is an optional Hard mode-patch in the files. It buffs the damage of non-bosses by 1.5x and the damage of bosses by 2x.
