Skyrims button mapping is really poorly designed imo so if you are trying to free up gamepad buttons to use functions for other mods here are a few ideas ive had but lack any amount of skill, knowledge or experince to do lol:

An entire button dedicated to the wait function is asinine. Put it in a sub menu or just appear conditionally like when sitting.
there are two seperate buttons for character menu and journal/settings. Why not combine them? or put one in a sub menu for the other.
There are two seperate buttons for magic, spells and shouts/powers. Could maybe convert shouts'powers into spells or somthing like that
There are multiple buttons for opening the favorites menu. Just a pointless waste honestly.
Left and right triggers attack with seperate weapons when dual weilding but obviously you would always want to attack with both or you wouldnt be dual weilding in the first place. Assign the right trigger as the dual wield power attack and ditch the rest. Maybe let you block again with left trigger when dual weilding.

For anyone wanting mods that also help with this objective i recomend the mod "Controller mapping unbound" it seperates the menu navigation and gameplay buttons on gamepad.

If you want a combat overhaul that allows for a single button initiating alternating strikes I recommend MCO; if you're just looking for a mod for that without attack commitment there's a new mod: Dual Wield Addon, which does precisely that.
You can also rebind the keys in the controlmap.txt to unbind one of the favourite menu buttons, so long as you remember to remove controlmapcustom.txt from your skyrim data folder.
I think it makes sense for the character menu and system menu to be separate, since many games (including the Witcher 3) have a similar functionality.
As for your other points (wait button being silly and magic v power buttons), I agree entirely. Can't wait to go back to Oblivion-style magic casting.

Wait Menu Redirected SKSE plugin that make the wait menu only able to open inside tween menu, in order to free the usage of wait button outside menu mode for gamepad.

Yeah the two menus arent badly implemented but i just feel like an all in one start button activated list menu is more intuitive and again takes up less buttons. Think of elden ring or the MCM for example. Not a fan of overhaul mods because while they do alot of things i like they also often add a lot of things i dont like. That said i would  prefer something like dual wield addon mod rather than MCO. However there may have been a miscommunication on my end regarding what it was meant to accomplish so ill clarify.

When dual wielding holding the left trigger activates a power attack that uses both equipped weapons simultaneously in a rapid flurry of hits. That should in my opinion be the default attack for a right trigger press. You dont even need the rest honestly as they are far lower dps and only use one weapon at a time. Which defeats the point of dual wielding. eg fast attacks from two different weapons to gain higher dps.

FYI, Powerofthree's Tweaks has an option to only wait while sitting, but I don't think it pops automatically, and it will pop a message every time you try to wait when not sitting.  I think you can edit the message to be blank, but I dunno how healthy it would be to have it spamming in the background if you use it as a hotkey for something else.

If you want to free up the start button that badly, you could try contacting the mod author of Wait Menu Redirected and asking if he'd be willing to do the same thing for the journal/system menu (i.e. you can only open it by hitting start in the tween menu).  I doubt it would take much to do, since it's basically doing the exact same thing, just triggering a different menu with a different hotkey.  Likely would be very easy to add, so he might be willing to humor you, who knows.

Kontrol is a mod that actually adds a bunch of features you are looking for, and has been a staple of my load order for years.

Hi, thanks for developing this mod!

I just wanted to say that I've found your work helpful in my gameplay and it has sparked my interest in creating my own SKSE plugin. I was wondering if you could help me out by sharing your source code with me. I'm hoping to use it, to learn how to unbind gamepad buttons under specific conditions. I noticed there's a link in the description, but I'm not sure if that's working now.

hey this is great. could you make the key/button press send the attackStart event rather than the equip event? so that you may quick attack from sheathed, rather than equipping and then attacking.

I wish. If it was that simply I'm sure plenty of people would've already done something like it so it's something way beyond my reach

bot and i figured this out about a year ago. we had to use a custom key because we figure the equip events are hardcoded to the attack key(LMB, or RB). neither of knew skse at the time. i dont know that it's simple but not impossible. and i dont mean to pester, so my apologies.

Awesome! Always looking for more buttons on my controller and cursing. Thanks so much for this. It is definitely going to take some time to get used to, but well worth the muscle memory retraining.

Say I have a customised controlmap.txt, then how would I reassign those buttons for mods with no MCM? I get that if the mod has an MCM which has an option for enabling in combat and a keybind option I can just disable in combat and change the keybind, but if either of those doesn't work/exist how does one prevent it from activating in combat?

if the mod doesn't provide that option that isn't much that can be done so yeah I realize this mod's usecase is pretty small

Hey! Awesome mod! You've been killing it for the gamepad users out there.
I was wondering if you could make something similar to this? I would love to see a mod that automatically makes you sheath out of combat after a period of time, and maybe an option to have you automatically ready your weapon while in combat? I don't know if anyone else has been itching for a mod like that, but I know I have ever since I've played Assassin's Creed Valhalla.

I remember using a mod like that for a time but it was very clunky and intrusive. I feel in a game like Skyrim you need to control when to sheath/unsheath your weapons

it's three bool variables you assign either true or false values to them.
False retains the vanilla behaviour ie unsheath your weapons

oh sorry, I meant more in the sense of changing other buttons too
I didn't know we could proceed that way to change the key on a gamepad before I saw your mod.

I'd like to free LB for Engarde instead of X to have a more convenient modifier for heavy attacks.
Engarde has an option to set the sneak and sprint action on the same button key (the left joystick's key), so it shouldn't be a problem.

      Is there any guide anywhere?

Essentially, the right/left attack buttons don't do anything if your weapons arent drawn so you can hypothetically assign them to functions created by other mods but you're limited to mods that don't interfere with combat, like Use or take, so yeah its a very niche mod.
