Hey Jonado, I noticed there was a stray collision plane in the market area next to the well, that trapped most of the guards inside haha. I have a homemade patch that I can share, or you might want to change it on your end if you ever plan on updating this mod. Cheers/
If it is with the main mod, you should report it on the main Open Capital Windhelm page. Please also report the Form ID of the collision plane. I have not experienced this, and I have done edits in the area, so it is likely that I have already fixed your issue in some of the patches on this page.
It might actually be one added/moved by Open Cities itself, since cleaning masters on my esp. removes both Open Capital Windhelm and the JK-DoS patch.
Here's what the Form ID of the moved plane tells me:

Original location as mentioned under Skyrim.esm seems to be Tamriel 30,8.
That reference is being deleted by Update.esm! I suspect you have cleaned the masters and that has caused something to break. Properly done, the cleaning procedure should disable the reference, not re-enable it (or even move it???). If I were you, I would look up the reference in SSEEdit, and if it is not deleted/disabled, I would reinstall the game. If a mod is touching that reference, I would uninstall it, because that means it does not have taken into account edits from Update.esm, which could cause all sorts of issues. If the result is produced by cleaning masters through the most recent version of SSEEdit, I would report it in the xEdit Discord channel.

Sigh. I can try to reach out to the mod author and see if he is willing to re-upload the patches. I don't think I am allowed to do it. I probably even included some fixes to the issues with the original mod here...
At least Rob's Bug Fix version is enough for the main mod, it is just the AI Overhaul, Bells, and JK's Candlehearth Hall patches that are missing.
I got a reply from the mod author. He has now re-uploaded the files, but told me that he currently is not able to maintain the mod and fix the bugs people have reported. I have included numerous bug fixes in my patches (also in the Windhelm worldspace), so I don't think the bugs should cause any problems for users of this mod.
No, sorry. I don't use Northern Roads myself, so I will not create such a patch. But ask on the main mod page - perhaps Domenicus or someone else would make one.
