OK, I tried to ESL both this mod and also the base mod. I reinstalled fresh JS Armored Circlets SE (main file only; I skipped the optional ESL addon from that mod) and I extracted the main file's BSA. Then I installed this mod. I enabled both. Then I used ESPFE Follower - Eslify facegen and voices to first compact/ESL this mod, then separately I compacted/ESLed the base mod. I loaded them in a new save with just bare minimal mods, and then used Skyrim Cheat Engine to take a look at the circlets.
Some of them worked; some did not. It seemed to depend on material. None of the following would appear on my player character. They do show up in Inventory, but not on my PC. Also, with the ones that did not work it was possible to have more than one appear to be selected for the same armored slot at the same time.
The Dwarvin, Iron, and Steel circlets seemed to work fine. All circlets show up when you drop them on the floor.
Separately, I tested the main JS Armored Circlets SE mod's official ESLed version and all of the circlets worked. I hope I did something wrong because this mod is potentially great. The enchantments are vanilla so they are not as OP as some of the other enchanted jewelry mods, which I really appreciate. The base circlets are nicer looking in game than in the images.
Hopefully, either someone can show me what I am missing, or a new version that is pre-ESLed for the ESLed version of the main mod can be made available. I know this mod is close. Has anyone else got this ESLed and working?

This time when I launched SSEEdit, I deselected all but BOTH these mods. So both are enabled together in SSEEdit. Then on the left I selected both, then right clicked and ran the ESPFE Follower - Eslify facegen and voices script. It did ESL them. Neither needs a SEQ file. When finished, there were files in MO2's Overwrite. I put the mesh and texture files in the base mod's folder.
Then I tested in game. Minimum mods/new game again. The result is definitely a lot better (now more than half of the circlets work!), but still many of the circlets do not show on the PC. It still seems that random groups of them do not work, like all Daedric Circlets don't work, but all Daedric Mage Circlets do. All Dragonplate Circlets work, but all Dragonplate Mage Circlets don't. I am not sure what I am doing wrong.
I have not used the script you are using so I can't help you with it.
This mod doesn't modify or include the meshes. It's just a plugin, it sounds like you are missing meshes from the original mod. So make sure those are installed. They won't be affected by compacting the forms, but they do need to be present.
Yes, the circlets can all be crafted. I didn't modify the original mod crafting in any way. I only added two crafting recipes for the circlets I added to the mod.
You need the original circlet esp as a master. So if you merged JS circlets into another mod, the master will be missing. You'll have to change the master on this one to whatever you merged the original circlet mod into. You'll need the original JS circlets esp temporarily so it loads in SSE edit, then just rename the master on this file to your merged file. So long as it isn't an esl, it'll just pick up the data in your merged file.
