Fixed an issue where the Paraglider needed to be dropped and picked back up after changing races (i.e. after becoming a Werewolf or Vampire for the first time, or using a beast transformation power (mod added transformations like Undeath's Lich are also supported)).

Fixed an issue where the game could CTD if Paragliding.esp had been ESL compacted, or was not loaded.
Added EditorID lookup fallback to allow ESL compacting (requires po3's tweaks to function).
