This is a patch for Vokrii - Scaling Rebalance and Scrambled Bug's Applied Spell Perk Conditions Fix, which are ordinarily highly incompatible and require a difficult xEdit patch.

This was probably the trickiest patch I've ever made due to the judicious conflict resolution required in xEdit for several of the spells. Due to the way rows will work in xEdit, you have to be very careful about what values go where, when what should win, so on, and have an understanding of how both work in order to do that. In short, this patch was tedious to make, which is probably why nobody has made it.
I think I got it 100%, but if anyone who might be more knowledgeable wants to give it a look in xEdit, I'd appreciate any feedback if necessary.
