Rebalance most of the damage scaling perks in Vokrii.

Rebalance is a fancy buzzword, really this is just my personal tweaks to Vokrii. My initial goal is to reduce the overall damage output so you don't always one-shot enemy with just normal weapons in vanilla plus environment. This can also let other utility perks to shine as well as giving you reason to get artifacts.


Main Tweaks
  • Tuned down the hard scaling perks like power attack perks and sneak attack damage perks.
  • Changed some armor perk conditions to enable mixed armor build like "Trailer Dragonborn" or Vigilant of Stendarr. (Inspired by Adamant)
  • Remove all directional power attack conditions for compatibility with SkySa.


Details
Alteration

Perks that require you to wear robes still work if you are wearing armored boots, gloves, or helmets.

20 - Magic Resistance (3):
(Old) Increases Magic Resistance by 10/20/30%.
(New) Increases Magic Resistance by 10/20/30% while under the effects of a protection spell.

30 - Battlemage (2):
(Old) Your weapon attacks improve your spells cast on the target by 15/30% for 3 seconds.
(New) Your weapon attacks improve your spells cast on the target by 10/20% for 3 seconds. 

50 - Telekinetic Force (2):
(Old) Objects thrown with Telekinesis deal an extra 250/500 points of damage.
(New) Objects thrown with Telekinesis deal an extra 200/400 points of damage.

60 - Alter Self (2):
(Old) Choose an attribute to raise by 25 points./, and two resistances to raise by 25%.
(New) Choose an attribute to raise by 30 points./, and two resistances to raise by 20%.

80 - Atronach:
(Old) 30% chance to absorb incoming spells, replenishing your Magicka.
(New) 30% chance to absorb incoming spells while under the effects of a protection spell, replenishing your Magicka.

90 - Hethoth's Escape:

(Old) Once every 10 minutes, paralyzes a melee attacker that is about to deal lethal damage to you.
(New) Once every 10 minutes, paralyzes a melee attacker that is about to deal lethal damage to you while under the effects of a protection spell.

Archery
0 - Archery Mastery:
(Old) Ranged weapons do 1% more damage and 5% more critical damage per level of Archery.
(New) Ranged weapons do 1% more damage and 3% more critical damage per level of Archery. 

20 - Far Shot (2):
(Old) Ranged weapons do up to 20/40% more damage to targets beyond 60 feet, based on distance.
(New) Ranged weapons do up to 15/30% more damage to targets beyond 60 feet, based on distance.

20 - Point Blank Shot (2):
(Old) Ranged weapons do up to 20/40% more damage to targets within 20 feet, based on proximity.
(New) Ranged weapons do up to 15/30% more damage to targets within 20 feet, based on proximity.

40 - Steady Aim (2):
(Old) Pressing Block while aiming will zoom in your view and slow time by 25/50%. (Level: 40/70)
(New) Pressing Block while aiming will zoom in your view and slow time by 25/50%. (Level: 50/80)

70 - Quick Shot:
(Old) Can draw a bow or reload a crossbow 30% faster.
(New) Can draw a bow or reload a crossbow 20% faster.

Block
50 - Deadly Bash (2):
(Old) Bashing deals five/fifteen times as much damage. (Level: 50/80)
(New) Bashing deals 5/10 times as much damage. (Level: 40/80)

40 - Quick Reflexes:
(Old) Time slows down if you are blocking during an enemy's power attack. (Level: 40)
(New) Time slows down if you are blocking during an enemy's power attack. (Level: 50)

Destruction
30 - Augmented Flames (2):
(Old) Fire spells and effects are 20/40% more powerful.
(New) Fire spells and effects are 15/30% more powerful.

30 - Augmented Frost (2):
(Old) Frost spells and effects are 20/40% more powerful. 
(New) Frost spells and effects are 15/30% more powerful.

30 - Augmented Shock (2):
(Old) Shock spells and effects are 20/40% more powerful.
(New) Shock spells and effects are 15/30% more powerful.

Heavy Armor
Wearing one part of light armor does not disqualify you from benefiting from heavy armor perks.
Helmet is not required for armor perks if other three parts are all heavy armors.


20 - Cushioned (2):
(Old) You take half/no damage from falling if wearing all Heavy Armor.
(New) You take half/80% less damage from falling if wearing all Heavy Armor. (Can replace one part with Light Armor. ) 

40 - Face of Death:
(Old) Other Heavy Armor perks no longer require a helmet. Armor rating of Heavy Armor pieces increased by 20% if not wearing a helmet.
(New) Armor rating of Heavy Armor pieces increased by 15% if wearing a helmet.

60 - Reap the Whirlwind:
(Old) Taking an incoming hit in all Heavy Armor grants 20% extra attack damage and critical damage against the attacker for 5 seconds.
(New) Taking an incoming hit in all Heavy Armor grants 10% extra attack damage and critical damage against the attacker for 5 seconds. (Can replace one part with Light Armor. )

Light Armor
Wearing one part of heavy armor does not disqualify you from benefiting from light armor perks.
Helmet is not required for armor perks if other three parts are all light armors.


40 - Keen Senses:

(Old) Other Light Armor perks no longer require a helmet. Armor rating of Light Armor pieces increased by 20% if not wearing a helmet.
(New) Armor rating of Light Armor pieces increased by 15% if wearing a helmet.

60 - Wardancer:
(Old) Your attacks deal 15% more damage and critical damage in all Light Armor. Taking an unblocked hit disables this effect for 10 seconds.
(New) Your attacks deal 10% more damage and critical damage in all Light Armor. Taking an unblocked hit disables this effect for 10 seconds. (Can replace one part with Heavy Armor. )

One-Handed
Power attack perks no longer work on sneak attacks.

0 - One-Handed Mastery:
(Old) One-handed weapons do 1% more damage and 5% more critical damage per level of One-Handed.
(New) One-handed weapons do 1% more damage and 2% more critical damage per level of One-Handed.

20 - Disciplined Fighter:
(Old) One-handed power attacks cost 25% less Stamina.
(New) One-handed power attacks cost 20% less Stamina.

30 - Denting Blows (2): 
(Old) Maces reduce armor by 100/150 points for 10 seconds.
(New) Maces reduce armor by 100/200 points for 5 seconds.

30 - Overpowering Assault (2): 
(Old) Swords reduce attack damage by 10/15% for 10 seconds.
(New) Swords normal attacks have a 10/20% chance of inflicting a critical strike.

30 - Grievous Wounds (2):
(Old) War axes wound the living for 10 seconds. Deal 10/15% more attack damage to wounded targets.
(New) War axes wound the living for 5 seconds. Deal 10/20% more attack damage to wounded targets.

30 - Dual Flurry (2):
(Old) Dual wielding attacks are 20/35% faster.
(New) Dual wielding attacks are 15/25% faster.

50 - Valorous Charge:
(Old) Can do a one-handed sprinting power attack for up to 50% more damage and critical damage to high Health opponents.
(New) Can do a one-handed sprinting power attack for up to 20% more damage and critical damage to high Health targets.

60 - Crater Maker:
(Old) One-handed forwards power attacks have 25% chance to knock targets down, inflicting a critical strike for 2 times critical damage.
(New) One-handed power attacks have 15% chance to knock targets down, inflicting a critical strike for 1.5 times critical damage.

60 - Dual Savagery:
(Old) Dual wielding power attacks deal 50% more damage and stagger 50% more.
(New) Dual wielding power attacks deal 25% more damage and stagger 50% more.

70 - Spitting Cobra:
(Old) Power attacks with daggers bleed the living for 30 seconds, inflicting a critical strike for 3 times critical damage.
(New) Power attacks with a dagger bleed the living for 15 seconds, inflicting a critical strike for 2 times critical damage.

70 - Disrupting Strike:
(Old) Power attacks with a mace interrupt spellcasting, inflicting a critical strike for 3 times critical damage and silencing the target for 5 seconds.
(New) Power attacks with a mace interrupt spellcasting, inflicting a critical strike for 2 times critical damage and silencing the target for 5 seconds.

70 - Execute:
(Old) Power attacks with a sword execute targets below 20% Health, inflicting a critical strike for 10 times critical damage.
(New) Power attacks with a sword execute targets below 25% Health, inflicting a critical strike for 5 times critical damage.

70 - Shieldbiter:
(Old) Power attacks with a war axe smash through a shield, inflicting a critical strike for 5 times critical damage and forcing them to drop their shield.
(New) Power attacks with a war axe smash through a shield, inflicting a critical strike for 3 times critical damage and forcing them to drop their shield.

80 - Disarming Slash:
(Old) One-handed sideways power attacks have 25% chance to disarm targets, inflicting a critical strike for 2 times critical damage.
(New) One-handed power attacks have 15% chance to disarm targets, inflicting a critical strike for 1.5 times critical damage.

100 - Victory Rush:
(Old) Killing an opponent with a one-handed weapon replenishes 150 points of Stamina.
(New) Killing an opponent with a one-handed weapon replenishes 100 points of Stamina.

Sneak
50 - Assassin's Blade:
(Old) Sneak attacks with daggers deal 150% more damage.
(New) Sneak attacks with daggers deal 50% more damage.

70 - Backstab:
(Old) Daggers deal 25% more damage and critical damage from behind.
(New) Daggers deal 20% more damage and critical damage from behind.

80 - Cloak and Dagger:
(Old) Sneak attack with daggers from invisibility also inflict a critical strike for 6 times critical damage.
(New) Sneak attack with daggers from invisibility also inflict a critical strike for 3 times critical damage.

Two-Handed
0 - Two-Handed Mastery:
(Old) Two-handed weapons do 1% more damage and 5% more critical damage per level of Two-Handed.
(New) Two-handed weapons do 1% more damage and 2% more critical damage per level of Two-Handed.

20 - Brutal Fighter:
(Old) Two-handed power attacks cost 25% less Stamina. 
(New) Two-handed power attacks cost 20% less Stamina.

30 - Mortal Wounds (2):

(Old) Battleaxes wound the living for 10 seconds. Deal 15/20% more attack damage to wounded targets.
(New) Battleaxes wound the living for 5 seconds. Deal 10/20% more attack damage to wounded targets.

30 - Overbearing Assault (2): 
(Old) Greatswords reduce attack damage by 15/20% for 10 seconds.
(New) Greatswords normal attacks have a 10/20% chance of inflicting a critical strike.

30 - Crushing Blows (2):
(Old) Warhammers reduce armor by 150/200 points for 10 seconds.
(New) Warhammers reduce armor by 100/200 points for 5 seconds. 

40 - Death or Glory:
(Old) Two-handed power attacks deal up to 100% more damage below half Health. Damage increases as your Health decreases.
(New) Two-handed power attacks deal up to 50% more damage below half Health. Damage increases as your Health decreases.

50 - Vicious Charge:
(Old) Can do a two-handed sprinting power attack for up to 50% more damage and critical damage to high Health targets.
(New) Can do a two-handed sprinting power attack for up to 20% more damage and critical damage to high Health targets.

60 - Berserker:
(Old) 30% chance to resist stagger during your two-handed power attack.
(New) 50% chance to resist stagger during your two-handed power attack.

60 - Warmaster:
(Old) Two-handed forwards power attacks have 20% chance to paralyze targets, inflicting a critical strike for 2 times critical damage.
(New) Two-handed power attacks have 15% chance to paralyze targets, inflicting a critical strike for 1.5 times critical damage.

70 - Hook Blade: (Unchanged)
(Old) Power attacks with battleaxes smash through a block, inflicting a critical strike for 3 times critical damage and knocking the target down.
(New) Power attacks with a battleaxe smash through a block, inflicting a critical strike for 3 times critical damage and knocking the target down.

70 - Coup de Grace:
(Old) Power attacks with a greatsword execute targets below 30% Health, inflicting a critical strike for 10 times critical damage and knocking the target down.
(New) Power attacks with a greatsword execute targets below 25% Health, inflicting a critical strike for 5 times critical damage and knocking the target down.

70 - Shattering Strike:
(Old) Power attacks with a warhammer interrupt spellcasting, inflicting a critical strike for 3 times critical damage, silencing and immobilizing the target for 5 seconds.
(New) Power attacks with a warhammer interrupt spellcasting, inflicting a critical strike for 2 times critical damage, silencing and immobilizing the target for 5 seconds.

80 - Rolling Charge:
(Old) Build up speed during a long distance sprinting power attack, inflicting a critical strike for 4 times critical damage if enough speed is accumulated.
(New) Build up speed during a long distance sprinting power attack, inflicting a critical strike for 3 times critical damage if enough speed is accumulated.

90 - Sweep:
(Old) Two-handed sideways power attacks hit all targets in front of you, dealing 25% more damage to each.
(New) Two-handed power attacks hit all targets in front of you, dealing 15% more damage to each.

100 - Crowd Pleaser:
(Old) Killing an opponent with a two-handed weapon raises two-handed damage by 20% for 20 seconds.
(New) Killing an opponent with a two-handed weapon raises two-handed damage by 10% for 10 seconds.
