A Patch to make Windhelm Exterior Altered and Capital Windhelm Expansion work together

This moves part of the Harbour added Bjs_336's Windhelm Exterior Altered to the other side of the river and removes one of the stairs from Surjamte's Capital Windhelm Expansion, allowing both mods to be used at the same time.
To make sure everything works as it should load Windhelm Exterior Altered before Capital Windhelm Expansion.
Load order:

Q: Why did you make this mod?
A: Because both CWE and WEA are awesome and I want them both.
