If you want to know more about what cleaning is go to the Skyrim Cleaned textures mod, and go to Can I have Info Spoiler and there will be your detailed information.
All this mod does is removes bad compression and saves it in a better format so your game does not take up all your Vram so you will gain more FPS. That is what I do with the textures while having optional files for better quality.
