Sorry but usability is not the best side of the tool. Went through all the hassle to install all requirements just to understand that I still need to write all the conditions manually, and that's beside .bat being unable to recongnize import folders at all.

      Sorry for inconvenient.
Not recognizing import folders may be bug. Please tell me which mods to import, and give me "log.txt"?
I know the usability is not so good, but please give me feedback after the bug is fixed.

Can this tool use hkanno to annotate SSE hkx files? I remember hkanno can only add annotations to LE hkx files.

      No, for now.
I know Animation Backport Tutorial, but didn't tried.
I'll check if this tutrial can automate in my tool.

hmm... This tutorial uses HavokContentTools.exe, but the tool's lisence is unclear.
Does anyone know this tool is safe to use?

Is this also a tool that can help in converting mods from one framework to another?

Convert means "Using DAR conditions of Mod A, using animations of Mod B" right?   It can.
The following process may be need.
       - Put A and B to "Managed_Mods" folder.
       - Double click "AnimFileRelocator.bat", and rename "ModList.csv".
       - Edit csv lines of Mod A, column 1 to Mod B's Section Names
       - Drag&Drop this csv to "AnimFileRelocator.bat"

but manually replacing A's animations is not so hard, you may just overwrite B's animations.
This tool is useful for more complicated process like "Mixture A and B conditions (e.g attack animation randomize)" or "Add more conditions to A and B".
