The spell is called Yennefer's Flames
It does 200 base fire damage, no resistances work against it, and your own perks should apply.
It has a far reach, and the hit box is slightly larger than the fire graphic itself appears in game. I think that is fine, because we all know you don't actually have to touch a flame to be burned by the immense heat radiating out from it, especially a jet of fire like this.
