Added back in normal map fix for ice impact decal that should fix ice spells still having weird borders.

Set glow maps to a blank map per Hexabit's recommendation. An archive is no longer needed.

Changed the way the fix was implemented. Rather than enabling the Alpha test feature (which caused crude edging around the decals) Daralima helped me implement blank glow maps which stop the squares from occurring with little to no visual quality loss.
