I thought the same thing. The Weakness to Magic is only useful if you have followers and so on who use magic. However, I left the Weakness to Magic on the weapon for now, because of the lore (in Oblivion, Shadowrend has a similar enchantment).
It's not stupid at all, why people always analyze most of the items as solo players while most of them use a companion? there are 2 ways that you can use the Shadowrend, play a mage and give it to your follower, play a warrior and wield it and choose a powerful necromancer or destruction mage follower like Serena then you will see how powerful it is. there are 2 more things that make the Shadowrend a powerful 2 handed weapon first one is that you don't need to recharge this weapon this is the only artifact that needs no soul gems so it saves a lot of soul gems for you in the long term, also it has an unresistable enchantment so almost all the time against all kinds of enemies you and your mates have 15% extra magic damage, it has good base damage too so I believe it's one of the most powerful artifacts in the game.
I really like to see a little stronger version of the Shadowrend but this one is way too op you can basically 1v1 Molag Bal with this patch :D
