First off I have to say I admire anyone who can write a quest mod, I wouldn't have a clue. Unfortunately this mod is far too buggy to be considered great. There is quite a lot of unvoiced dialogue, which takes twice as long to clear as it does to read it. There are far too many loading screens. You can find yourself going through a door, with load, only to walk 20 paces to the next door, with another load! There are mods around with vast dungeon complexes, all within the same cell, so no loading screens. A pity this is not the same. On the quest "Interloper" you are supposed to follow Jackos through Oblivion, but he keeps attacking you for no reason. I had to keep blasting him with Bend Will every few seconds just to progress. Now, I'm trying to get through the "Dreams of Peace" quest, but every guard and citizen is attacking me for absolutely no reason at all!
Apart from all the bugs, the story is okayish, but there is not one single likeable character to actually give a s**t about. I'll give it one more try tomorrow, otherwise it's getting uninstalled.

You most likely attacking somebody by mistake. Not to mention bend will is an attack of which when it wears off, he will be aggressive again.  The cells in some cases are small to keep FPS standard. And since the mod is far from complete there is a reason for a lot of what you are finding. He has stated that he's not finish with it yet. As for glitches the few I have are now fixed by mods on Nexus to fix those.

I just finished following Jackos through Oblivion for my 4th or 5th time without issue. If you're having that much problem it's something in the load order causing it, not the mod itself or I'd have had that problem too.
