Edit: TLDR: I was able to ESL this mod and get it to work!
---- I just cannot get this to work. I installed the mod for a new game. I made sure I did not have an Amulet of Arkay. I cheated in one using Skyrim Cheat Engine. I put the Amulet on. I talk to NPCs. Nothing. SO I discarded that amulet, then got another. Nothing. I have done this a few times.
Does anyone have an idea?
And is there any other mod that can make an unprotected NPC protected?

I got it to work. I am not sure if this is all necessary, but I did the following:
-First, get rid of any Amulet of Arkay from inventory. -Reinstall this mod. -Move the files out of the BSA to get higher priority. -I did NOT ESLify the mod yet. -In MO2, both sides, move both the mod and the plugin to the bottom to get higher priority. -Get an Amulet of Arkay in game without cheating one in. There is one at Wayward Pass, for example. -Then I took the amulet off and put it back on, wait for just a moment, and start dialogue with an NPC.
Last step is very important! The ability only works for 30 seconds after you put on the amulet. If you have had the amulet on for more than 30 seconds, you have to take it off, then put it back on again to get it to work again!)
A box opens that asks if I want use this mod or just talk to the NPC. It seemed to work.
Next will be to test it after compacting/ESL-ing the mod. It does have scripts (without source files) so it could be a problem.

It worked! I used the usual ESPFE Follower - Eslify facegen and voices (which at the moment may be having issues with the latest version SSEEdit) to compact and ESL this mod. I was still able to use it. I had to completely exit the game, back up to an earlier save, go get the amulet again, but it worked.
Man, this is the most fussy mod! I hope someone makes a better version, but I don't know of another mod that can do this! Thanks to flexcreator for doing this!
Update 3: I moved the files in MO2 up on both sides to perhaps the middle load order-wise, retested, and this mod still works!

Does it change Arivanya status for Blood on Ice?I can progress the quest stage but she stays alive,which probaby might mess other stuff later.And she is immortal because of the quest flag.Setessential command doesnt work.(Her and Calixto are moving around the city without starting the murder scene).
so i cant get this mod to work at all anymore, it worked once and thats it. the very first time i installed this mod i was able to use it on my horse. but after that one time it never worked again, ive tried uninstalling and reinstalling about three or four times now and now it wont even install right because it tells me its already installed and asks if i want to overwrite the files. If i say yes, it will immediately stop installing, if i say no, nothing changes, it just reinstalls with the same problem of not working..
Try to download the package manually. Do you have the two files (.esp and .bsa) in your Skyrim/Data folder?
After each reinstallation you should get ANOTHER FRESH amulet. The one in your inventory is already compromised. You can sell it to vendors and buy another one.
anyone know an alternative to this... it was working fine for a day and im... at a loss of how i can't get it to work at all anymore. there's gotta be another way, like a simple hotkey for the command at least
update: FINALLY figured it out thanks to the comments. REFRESH your amulet. in other words, get rid of the amulet of arkay you have and get a fresh, new one. use command console or additem menu if it's not working, it just means your amulet got messed up from a reinstall or something just get a new amulet, works like a charm *pun intended*
