EDIT: I discovered an edit of my mod here: NPC Outfit Corrections - SkyPatched. It runs on SkyPatcher, which I've never used, so I don't know if this is a good alternative or not, but this is an option if it is.
Hi! Have you thought about changing Voada's and Rondach's outfit? They are the assistants of the cook in Understone Keep. Nils is also wearing Farm Clothes, even though he is the cook at Candlehearth Hall. I noticed your mod edits the Tint Layers for Verner Rock-Chucker, Ganna Uriel, Faida, Haran and Ahlam. Is that intentional? There is also an USSEP WIDeadBodyCleanupScript not forwarded for Tormir. Thank you for the mod! :)
This is a pretty neat mod. It is details like this that I may not even notice but others do that are really worth while smaller more targeted mods that add depth and interest (back) into the game.
I loaded the 2 plugins (NPC Outfit Corrections and the WACCF patch for Ahlam) into SSEEdit and added the changes to the main plugin for her. It only requires making WACCF a master plugin for NPC Outfit Corrections, but that for me is no issue since I have other mods that utilize it too. Plus it helps cut down a plugin (same with a merge, almost).

The .tga files aren't used in SSE and can be deleted. For that matter, you probably shouldn't include facegen at all in this mod since it's not the purpose of it. People should be doing their own conflict resolution and including vanilla based facegen in this just compounds the issue. Good mod though, thanks!

Wow, it took me 1 Year and 8 Months to realize that Delphine is still wearing farm clothes while she's an inn keeper. This was due to a quest setting it that way, but I fixed so it set's it to bar keep clothes.

As it stands, this mod is only going to work correctly for the listed NPCs that are effectively vanilla, unaltered by any other NPC replacer mod that uses an ESP (like, say, Bijin, or The Ordinary Women). The only replacer mod I can think of that it might be compatible with is Total Character Makeover, as I don't think that one uses an ESP to do its thing.
If this mod's ESP is loaded before a replacer mod that affects any of the listed NPC's, this mod will have no effect on those NPCs, but at least it won't hurt anything and will function correctly for the remaining NPCs that are otherwise vanilla. Adding facegen won't make any difference in this load order.
If this mod is loaded after NPC replacer mods, it will result in the blackface bug for whichever NPC's exist in both this and the replacers. You could add facegen that fits the vanilla ESP records, and then it wouldn't cause blackface anymore in this load order, but it would undo those replacers and revert them to vanilla appearance apart from the clothes.
I actually had the facegen and got the black face bug, so I removed it and the black face bug was gone, so I assumed the facegen was the problem. I'll re-add it in.
