During my last update, I noticed Roggi Knot-Beard, a miner wearing farm clothes. After that I tracked down many more NPCs with odd clothing choices, mostly Miners but not all of them.

Gives Ahlam the Robes of Kynareth outfit. This update added changes made by Unofficial Skyrim Special Edition Patch.
