SkyPatcher can't change faction relations, so the USMP patch needed a plugin for that. Also, there was one NPC that had its template fixed by USSEP after the original mod was last updated. SkyPatcher can't change NPCs' templates, so the non-USMP version also needed a plugin just for him.
In addition to resolving conflicts, this mod also makes new enemies, such as those added by High Level Enemies Redux, receive the same changes to their AI data as vanilla enemies.
