So I've started a new run recently and in this one Inigo isn't in his cell in Riften, all his things are, but he isn't. I uninstalled and reinstalled the mod and made sure its last in the load order. Still he isn't there.
In my Prior run with the same mods I hadn't had any issues.

Open console (~)
Type in:
setpqv InigoStatus Recover Inigo
Hit enter.
Exit console (~)
If he has somehow been displaced by something in the game, that should bring him to you.
I'll try that the next time I play and will report back if it worked<3
