Perhaps its only makes sense, lorewise, if you have Quaint Raven Rock installed, because of the giant crab shell on top of The Retching Netch (a reference to Skar, the emperor crab of Ald-ruhn)
But i agree with you. Would be better to see the scarab on those flags instead of a crab
