It's too cold in Skyrim for sailors to go barefoot, especially since they spend all their time on land or at the docks. Choose between an ESPFE version or a SkyPatcher version (with no ESP).

Changelogs
Version 1.1
Updated the Skypatcher version to correct a problem that caused all NPCs to get farmboots. Now only sailors get them as intended. Thanks to MadMaxx97 for reporting the issue.
Version 1.0
First version.
This mod adds shoes to the default sailor's outfit. The outfit is only used by sailors, not beggars, so it won't affect anyone who should be barefoot.
FAQ:
Q: ESPFE? A: Yes, if using the ESP download. There is no ESP if using the SkyPatcher version.
Q: But didn't sailors actually go barefoot? Does this break immersion? A: It's true that leather will rot when constantly exposed to water, so sailors often went barefoot in wet and rainy conditions. But if they could afford them, sailors normally wore shoes when they could, and certainly when they were on land. For more info see this and this. Also, it looks very UNIMMERSIVE to see a sailor wearing a full set of clothes with a cloak and hood, but having bare feet (see screenshots).
Q: Compatible with NPC overhauls? A: Should be compatible with everything, as long as it doesn't change the one single outfit record I changed (see screenshot). This mod does not affect any facegen data, so it will NOT cause dark face issues.
Q: I installed this but the sailors are still barefoot. A: If an NPC has already been spawned into your game, they may keep the original outfit they had when first spawned. To force them to use the new outfit, you can use "resetinventory" on them in the console.
