They cut the scrolls out of the Elder Scrolls, can you believe it? There were a lot more little oddities just sitting around in the files that just needed putting somewhere, so here is the list of random stuff that just didn't quite fit somewhere:

Miscellaneous: Spells, Scrolls and Stuff

Khajiit caravan horses (unused NPCs) – each khajiit caravan now has a horse to carry their emotional burdens.

Falmer shaman chests for keys (created items) – any shaman that could previously drop a key with no use outside of being a collectible now has a chest nearby that you can open with said key, finally giving them more of a use.

Spectral arrow spell (unused spell) – this is a new spell that was originally a reward for the Trevas Watch quest but was replaced. Since Bethesda didn’t want it there for whatever reason I just added it as a spell tome for Phinis to sell.

Fade other spell (unused spell and dialogue) – another new spell, there’s nothing much about how or where it may have come from but it seemed logical to just add it as a spell tome Drevis sells. If you cast it on a follower they may react with a previously unused voice line.

Robes, hoods, college, mage and various colors (unused items) – Radiant Raiment is now selling some unused variants of mage outfits. There are quite a few to list but most of them are different slightly different design or colour wise that some NPCs wore but the player couldn't until now.

Various scrolls (unused items) – Urag kind of tells you he sells scrolls then offers you nothing. Now he sells various unused scrolls as some of them weren’t available otherwise. He also now offers another unused scroll as a potential reward for completing his radiant book quests.

Various poisons (unused items) – Babette now sells some extra potions that weren’t obtainable elsewhere.

More spell staves (unused items) – some more staves including a Fade Other one are being sold by Faralda and Drevis.

Transmogrify spell (unused spell) – a new spell found in the Mind of Madness. It’s like the Wabbajack but more predictable.

Midden Torch spell (unused spell) – a new spell you can find in the Midden. It’s very similar to Magelight… so similar you may understand why it was cut.

Gilded wristbands (unused item) – Added the Jarl gloves that no Jarl actually wore to ones who had the corresponding outfit which are Balgruuf, Laila, Skald, Igmund and Siddgeir. The gloves can actually be found on the Katariah already but just went unused on the Jarls, probably due to slight clipping that can happen.

Removed essential flag from the Civil War Legates and Commanders (unused... interaction) – remember those generals who could be found in the related camps but basically did nothing other than offer minor dialogue? Even if the Stormcloaks or Imperials won the Civil War you could clear the whole camp aside from them as they were essential. Tullius has some dialogue implying there may have been a quest to get rid of them so I just removed the flag preventing you from doing so.

Aren't there other mods that do this?
Yes, absolutely. There are plenty of good mods that do this already however none of them seemed to be as extensive as this one. I have literally added almost everything I could find that wasn't straight up broken or heavily reliant on a removed quest. Some parts have also been done a bit differently as there's almost nothing left of some parts so a little personal interpretation had to be used. This is also part of a series which is broken up into pieces so you can pick and choose which parts you may or may not want to keep, so if Whiterun conflicts with too much for you but you still like Hjaalmarch you can keep one and remove the other.

No quests?
Not at the moment, sorry. I think there's a reason a lot of the cut quests haven't been touched and that's because it's like trying to assemble a jigsaw in a foreign language with no instructions and plenty of pieces either being wrong or missing. That also includes almost anything to do with the Civil War. There are already some mods that do a lot of that and it would take an absolute Creation Kit master to be able to restore some of the stuff that hasn't been already.

You missed something and I am sad it's not here...
If you think that, then great. Not the sad bit but rather that if you found something I did not then please tell me about it and I'll see if I can implement it.

Isn't this all just removed cut content added back to the game? What do you mean by your tags of "cut, unused and created"?
Cut means you can find reference to it in the files or other sources like the strategy guide but wasn't literally present in the files. I tried my best to recreate it how Bethesda may have done but can't guarantee it's 100% how they would have done it. Unused means I basically just put it back in the game because it couldn't be found anywhere in the in-game world. Created means I added it in myself because it was just logical, such as an inkeeper to an unused inn or Thalmor in the Thalmor Headquarters. I have tried to restore everything as faithfully as I possibly could but some of it simply had next to nothing left to work with and required some of my own input.

Compatibility
This mod should work on pre-existing saves and be okay to install mid-game. I'd recommend waiting until you finish a book quest from Urag if you do though.

I actually made sure that it would work with a few other popular mods like all of the Creation Club content, the Unofficial Skyrim Patch, ESO / Legends Imports, Populated Skyrim and a few smaller scale ones like Khajiit Caravan Mules. Probably the most compatible mod in the series, this one is basically just adding more things to the world that were already in the files but just not placed in the world, Falmer chests aside. The only conflicts that may arise are with some magic mods but hopefully at worst it will just pick whichever one is first in your load order in terms of how they work.

It can work on any version of Special Edition as it doesn't use anything from the Creation Club but if you're not playing one of the latest versions of Skyrim you will need a mod like Backported Extended ESL Support for it to work properly.
