It's Dawnstar, a place so grand they made a whole game about it (yes, really!) Sadly, there are no references to the game but there were still plenty of oddities and new things to add:

The Pale (Dawnstar)

The Stumbling Sabre Cat (mostly unused location and created NPC) – Sendu’s sister will now take over the running of the inn in Fort Dunstad as a fully functional innkeeper after it has been liberated in the Civil War. It previously just got cleaned up and then strangely abandoned.

Irkngthand consortium and key (unused key and cut location) – new small area added to Irkngthand that was referenced by a key that had no use. I used my imagination as there was next to nothing to work with. It can be found at the end of the bandit run in the exterior.

Ennodius Dark Brotherhood contract (unused dialogue) – get to know Ennodius a little better before his unfortunate untimely demise.

Mzinchaleft note to bandit (unused item) – restored a note giving a little more context to the related quest.

Golldir’s Note to Vals (unused item) – also restored a note giving a little more context to the related quest.

Kordir Skooma (unused item) – added a bottle of skooma for Kordir. A life changing addition, possibly detrimentally.

Raldbthar key in Deep Market (unused item) – a key to open a novice level door because it was just too hard otherwise.

Falmer Supple Bow (unused equipment) – a weapon in the files that can’t be found anywhere. Now a reward for breaking the incredibly difficult lock or using the restored key.

The White Hall icon (unused map marker) – actually probably the most useful of the cut town map marker trio as you spawn outside the town and it takes longer to get around than the others.

Lond sleeps at Fruki’s house (cut package) – there are two beds in the house and Lond is part of the locklist so it seemed this just got missed in the base game.

Captain Leif Wayfinder and Lond Northstrider (cut titles) – Captain Wayfinder now has his first name and Lond gains a fancier title mentioned in the files.

Q&A
Aren't there other mods that do this?
Yes, absolutely. There are plenty of good mods that do this already however none of them seemed to be as extensive as this one. I have literally added almost everything I could find that wasn't straight up broken or heavily reliant on a removed quest. Some parts have also been done a bit differently as there's almost nothing left of some parts so a little personal interpretation had to be used. This is also part of a series which is broken up into pieces so you can pick and choose which parts you may or may not want to keep, so if Whiterun conflicts with too much for you but you still like Hjaalmarch you can keep one and remove the other.

Where is Heljarchen? That's like one of the biggest cut things!
It is and it would have been part of this mod if it was made back before even Hearthfire came out but that's where the issue is - Hearthfire adds Heljarchen Hall to the game which I believe is probably the same place lore-wise. I know there are places, even in the Elder Scrolls, that share the same name but I don't think that's the case here and that instead they're supposed to be the same one. If I restored Heljarchen around Nightgate Inn then it goes against too much lore for me, personally. However, I would still like to add the cut NPCs and buildings but these would instead be around Heljarchen Hall, which some people may not want. So, my plan is to hopefully one day try and make a separate mod for it like my Granite Hill one where it can just be its own standalone thing.

No quests?
Not at the moment, sorry. I think there's a reason a lot of the cut quests haven't been touched and that's because it's like trying to assemble a jigsaw in a foreign language with no instructions and plenty of pieces either being wrong or missing. That also includes almost anything to do with the Civil War. There are already some mods that do a lot of that and it would take an absolute Creation Kit master to be able to restore some of the stuff that hasn't been already.

You missed something and I am sad it's not here...
If you think that, then great. Not the sad bit but rather that if you found something I did not then please tell me about it and I'll see if I can implement it.

Isn't this all just removed cut content added back to the game? What do you mean by your tags of "cut, unused and created"?
Cut means you can find reference to it in the files or other sources like the strategy guide but wasn't literally present in the files. I tried my best to recreate it how Bethesda may have done but can't guarantee it's 100% how they would have done it. Unused means I basically just put it back in the game because it couldn't be found anywhere in the in-game world. Created means I added it in myself because it was just logical, such as an inkeeper to an unused inn or Thalmor in the Thalmor Headquarters. I have tried to restore everything as faithfully as I possibly could but some of it simply had next to nothing left to work with and required some of my own input.

Compatibility

This mod should work on pre-existing saves and be okay to install mid-game.

I actually made sure that it would work with a few other popular mods like all of the Creation Club content, the Unofficial Skyrim Patch, ESO / Legends Imports, Populated Skyrim and a few smaller scale ones like Khajiit Caravan Mules. Should be pretty compatible with a lot of mods as the only thing added to Dawnstar is the map marker. Very few mods really seem to do anything with the Stumbling Sabrecat or Irkngthand which have the other big additions.
