This is a really cool concept, I'm considering squeezing it into my next game. Of course, my mind is running away with ideas like having frost dragons make it snowy, some dragons make it rain, maybe fire dragons create ash, spark dragons bring lightning. Or maybe a custom weather type that's really unusual and not just darkness. I have no idea if anything like that is possible, but my imagination ran away with the possibilities!
This sounds amazing and epic. Would love to see an Elder Frost dragon bring a blizzard with them during a battle. That is giving me serious game of thrones vibes. That sounds so awesome!
I was thinking about this list of weathers, and how cool the SovngardeDark weather would be instead of just darkness, DLC2ApocryphaWeather for a poison dragon, or the BloatedMansGrotto for a blood dragon. I couldn't code a mod to save my life, but I bet there's a way to use one of the keyword frameworks to connect base-game weather types to dragons with certain abilities or keywords.
It's possible in theory-- to account for mod-added dragons, I think the easiest way would be to check if dragons had certain shouts and patch them in with either a scripted esp or FormList Manipulator. I'll put in on the list of possible future work. :)
I think this should be doable by editing the SPID file, like: Spell = __BossAbilityDragon|ActorTypeDragon,-Alduin|NONE|NONE|NONE|NONE|25 for a 25% chance for any given dragon.
Thanks! While we have a lot of mods to make dragons more dangerous and harder to kill, I couldn't find much to make them feel more intimidating, so this is my attempt to cover that gap. :)

Time ago I did a vid with this idea and I think can be epic to fight with dragons
I have some cracking oblivion weathers for my ENB, going to see if I can patch them in.
Also, get Andrealphus Shouts provokes dragons mod, great combo for Ominous Boss Weather!
