Disables the execution and thief stealing scenes from happening in Extended Encounters

I love Extended Encounters by Jonx0r but the execution scene always bugged me. It felt a bit out of place in the middle of Whiterun, so I just changed the chance of it happening to 0. Prisoners rejoice!
Now prevents the thief stealing torso armour in the middle of a city as well.
If you want to reenable either of these events, go into xEdit, look under "Global" and set the chance for EE_WI098Chance (Execution) or EE_WI102Chance (Thief) back to 100, or just delete the entry.
