Skyrim's NPC combat routines probably won't be able to use these "self" effect staves properly. If you give them the staves. you will probably make those NPCs weaker in combat.
For example, NPCs may keep casting Oakflesh, thinking that it's an attack like Firebolt. So effectively they won't attack you at all. Similarly, they won't understand when to use Wards, so they'll just put away that staff and use daggers or fists.
Seeing this gif, i'm wondering if it's possible to make it ingame...not the growing/decreasing effect obviously but like a a ball ward or somethin...maybe a spell like this exists already...?
I'm curious what your animations look like when using a staff of warding. I made such staffs for my own use a long time ago and the animation that the game uses is a blocking animation. It's OK, but not ideal. If yours looks better, I might switch Edit: Seeing your video clip of Gandalf, it looks like he is blocking with his staff to create a ward. I guess if it's good enough for him, it's good enough for me.
wSkeever and AndrealphusVIII released some animation replacers for self-targeted staves. Check the Requirements section - I highly recommend those mods. They also have videos showing the animations.

You can use Goetia Animations - Enchanted Staves to do that. Install "Alternate Movement For All Staves" from the Optional Files of that mod.
