It will be ideal for PCG and Dragonborn Voice Over to work together, but as far as I know it is not possible without changes to DVO plugin. If you are a knowledgeable person who can help with that somehow, please let me know!
Hey, your mods are really awesome. I recently came across your profile, and honestly, it's amazing how these little details make such a big difference in immersion. Seeing your other work, I started wondering about the possibility of custom animations for inventory menus or spellcasting. I use Show Player in Menu, and I thought it’d be so fun to have animations for those too, if that's even possible. Anyway, just thinking out loud here, your mods are fantastic, thanks so much for them!
This mod is not recognizing the OAR Dialog Plugin all of a sudden... it is installed and activated for sure. Worked before, but just stopped for no apparent reason. OAR, Dialog Plugin, and this mod all up to date. Even reinstalled them all but nothing.
I am going to try this. As I love the idea. I just don't know if the mismatch with DBVO will erk me to much. Unfortunately DBVO has become a must have for me as it was the sole reason for my renewed interest in skyrim :(
in the sticky is written that DBVO is not compatible but what about using the animations for NPCs I tried modifying the conditions to not be the player and I see arm movement during conversation(from NPCs), is that vanilla ? I'm using DBVO of course, I don't really want the gestures for the player anyways

If you don't use Dragonborn Voice Over, by default there will be no lip movement in dialogue, but you can use Open Your Mouth - Non-Ventriloquist Player SE to add it (don't forget to activate in game).
