So I recently switched from using tktk1's Quick Light SE to QwibQwib's Simple Wearable Lanterns. In the process I stumbled into Fuelable Framework by Quantumyilmaz, thought it was awesome, and went about setting it up. Halfway through setting it up, it struck me that it would be more balanced to have designated fuels that have to be bought/crafted, so in record time (for me) here we are!

Included in the download is a fully configured .ini for Fuelable Framework to allow the lanterns to recognize my fuels, as well as a configuration file for users of Container Item Distributor to distribute fuels to select merchants in Riverwood, the College, Whiterun, Solitude, and Windhelm:

Riverwood Trader only carries base Lantern Fuel.
Enthir (College of Winterhold) only carries Mystic Fuel.
Belethor's Goods (Whiterun), Bits And Pieces (Solitude), and Niranye (Windhelm) carry all three types.

If you don't use CID, you'll have to make the fuels. First you'll need to have the right ingredients in your inventory at the cookpot:
Lantern Fuel can be made with 4 Tundra Cotton, 2 Troll Fat, or 1 Dwarven Oil.
Alchemical Fuel can be made with 4 Hanging Moss, 2 Torchbug Thoraxes, or 1 Glow Dust.
Mystic Fuel can be made with 4 Ectoplasm, 2 Fire Salts, or 1 Void Salts.

Yes that's a big difference in ingredient rarity, but that's because the included Fuelable Framework .ini is configured to make the more expensive fuels more worthwhile; an Iron Lantern has the cheapest and easiest fuel to acquire but also burns the shortest amount of time at 6 in-game hours, with the Alchemical Lantern burning for 12, and the Magic going for a full 18 hours before needing a refuel. Why? Hell if I know, it just sounded balancedâ„¢ to me.
