This is a feature not a bug... lol I know it's unintended but lots of people like this bug as it can be exploited to make vampire characters super powerful just the necromage perk would without the patch.
If anything, it's a bad and lazy implementation that is prone to mindless exploitation*: I can understand (even more, I actually used and encouraged) the necromage feature because, in the end, the very perk doesn't state anything but "spells are more effective" against undead, so it leaves an open window of "extended usability" on the very player. This effect, on the other hand, specifically mentions that it enhances DAMAGE against undead, so I really can't find any reasonable explanation about it working exactly as the necromage perk does; by the way, despite its own description, if left unpatched it does nothing for 'lesser common' damage sources such as unarmed and bash attacks. Some people just want to cheat (like with the restoration loop), and that's fine because it's their game; some other people (like me) just want the game a little less exploitable (or not at all) but still interesting, and that's the target this mod is aiming to.
