Rebalanced Leveled Lists does not work if you have Vokrii installed. This patch fixes this issue.

This patch makes Rebalanced Leveled Lists work with Vokrii. I have also carried over USSEP changes as well so that is required as well. If you do not use Vokrii, you probably do not need this patch. If there is a need for a RLL/USSEP patch I can make one. Otherwise anyone can do that. Patches are easy to make.
While making this patch I could not get it to work as an ESL. But it works as a ESP flagged as light. Not sure why that is. If I am doing something wrong please let me know. I am no mod author, just a mod user. I love both of these mods and wanted them to work together. Not much else to say.
