Adds new flags to Open Civil War based on Rally's Battlemap Flags!

Covers new flags from Open Civil War to look like Rally's Battlemap Flags!
Included are:
- Neutral Whiterun city, town and fort flags
- Bandit, Warlock and Forsworn fort flags
- Imperial and Stormcloak contested city flags
I have also taken the liberty to remove the "Province of Skyrim" text on the city flags. You can just hide or delete the textures in the textures\dungeons\imperial\ folder if you want the text on the original flags, it just won't be on my new flags.
Requirements:
- Rally's Battlemap Flags Fancy version, my textures are in 1k resolution
- Open Civil War
I also recommend Serious Civil War Defense for Open Civil War as it swaps the contested flags so the attacker has the top half of the flag and the defender is on the lower half. Just looks correct that way.
