How to

Open meshes files with Nifskope then you need to reduce the "Lighting Effect 1" value from all lighting shaders (called BSLightingShaderProperty in Nifskope) to less than 0.600000 (the normal value is 0.300000 for most vanilla meshes).
 
You can also remove the Soft_Lighting or Rim_Lighting flags from "Shader Flags 2" - which will be like reducing "Lighting Effect 1" value to 0.000000.

Lighting issue could also be related to the Emissive_Color or Emissive_Value of the lighting shaders. If both the Emissive_Color is not set to black (#000000) and the Emissive_Value is not set to 0.000000 - the mesh will glow.
 
If a mesh is still too bright in game after fixing/checking these values and flags - it might be a texture issue. You can try to darken the diffuse texture map (which will obviously darken the texture) or darken the alpha channel from the normal texture map (if there is one - it will reduce specularity and render the mesh less bright/shining/glossy).

Tips

Most of (if not all) vanilla trees have high "Lighting Effect 1" values on their foliage meshes.
All vanilla ice meshes have really high "Lighting Effect 1" values.
As many mods are somehow based on vanilla meshes that is why a lot of mods forward this issue on new meshes.

Loose files always load after BSA files, so if you fix a mesh included in an archive don't worry about load order.
Sometimes you can also try to remove Back_Lighting flags from non glowing meshes. I removed this flag from carts for example.
