   Idk why but Talos shrine give 0% shout reduction

      According to the description page, it replaces the shout reduction with Fortify Shout.  Meaning, more damage, not less time between shouts.
      This may be too OP for your taste, but there is a mod allowing unlimited shouts:

      Sorry, forgot it in the description, but Talos is also empowered.
      Old value: 20%
      New value: 40%
