   are these followers or just npc's added to the Edoras mod?

      They are followers that can be found on hill where Edoras mod is but that mode in not needed to use this

      I have tried the mod I found that only Helm Hammerhand will be a follower and Éomer will only follower when I fixed his A.I. in TesEdit. The rest of the NPCs added don't seem to have A.I. at all. It tried to make Éowyn follow but I could not get her to work
      
      If you still working on the mod I like to see it finished. It kinda cool you "added" these npc to Edoras area.

      Yes, I'll update mod soon. I'm currently doing six modes at once so I need finish some to have time.

      I was able to the Théoden to work turns out it was his Jarl job faction that was stopping him from being a follower
