All soldiers start at level 7 and rise to 70
Theoden start at level 6 and rise to 60
Eomer start at level 8 and rise to 80
Helm Hammerhand is OP starting on level 90
Edoras city should be used with this.
Theoden, Eomer and Helm Hammerhand are followers.
All can be found on hill right next to Rorikstead where Edoras city mod is placed
I'm planning to make several Rohirrims follow certain commander or king but I need to learn creation kit better to do that.
