The "can pick up" flag was probably removed because the arrows also have the "explosion" flag, meaning they are supposed to explode on impact and are therefore not reusable. It would be like using the same grenade over and over which doesn't work in real life.
I think that's the logic behind it, as the patch also removed the flag from the exploding Dwarven bolts at the same time. However, I don't think the rationale is nearly as compelling for the arrows as it is for the bolts. The game describes the arrow's effect as the creation of a magical sunburst so, ignoring any technicalities (i.e. the explosion flag), I think it's very arguable that the arrows don't actually explode, as opposed to the Dwarven bolts which certainly do. But even if you accept that the arrows explode, they only do so when fired from Auriel's bow. With any other bow, they act like any other arrow. I made this 'cuz I'm way past the Dawnguard quest and am using them without Auriel's bow. It was driving me nuts that I couldn't pick 'em up.
