Thieves' Outfits Rebalanced

So you completed scores of jobs for Vex and Delvin, you cheated, snuck, and fought your way through the entire Thieves Guild quest line, and have finally been named Guild Master - your reward; the Thieves Guild Master armor set. Best stuff for a thief character, right?
Nope.

The Blackguard's set from the Dragonborn DLC can be aquired by joining the Guild, going to Solstheim, and completing a fetch quest for Glover Mallory. This set is actually better than the Thieves Guild Master set, by as much as 5% points.
This is hugely unfair, considering how much more difficult to get the Master Armor is, so I buffed the latter, and nerfed the former.

The Blackguard's Set Changes (now equivalent to 4/4 Improved Thieves Guild Armor)
Hood: +25% better Prices  ---> +15% better Prices
Armor: +50 Carry Weight   ---> +35 Carry Weight
Boots: 40% Pickpocket succes ---> 25% Pickpocket succes
Gloves: 40% easier Lockpicking---> 25% easier Lockpicking

Thieves Guild Master Set Changes (now equivalent to old Blackguard set stats)
Hood: +20% better Prices-->+25%
Armor: +50 carry weight  -->unchanged
Boots: 35% Pickpocket    -->40%
Gloves: 35% Lockpicking         -->40%

NEW Added Functionality - Influence of the Guild Master

You only get the Master Set after completing all -Major City Special Jobs- meaning this comes in when Skyrim is firmly in the Guild's grasp.
So if a merchant sees someone wearing the suit of the Master of the Thieves Guild walking into their shop, you better believe they're ready to give some leeway!

When wearing all four pieces of the Thieves Guild Master Armor, you may fence stolen goods to ANY merchant

OPTIONAL ESP - The Nightingale Set
The Nightingale set is easily the snazziest outfit in the game, but its enchantments are awkward.

Given that Stealth characters typically only need/get-to-do one sneak attack, the plain Shrouded Armor (from Dark Brotherhood) is actually better.
Nightingale Gloves +25% One-handed is a measly boon when compared to the massive "Double Sneak Attack Damage" of Shrouded Gloves. And you're also trading 20% bow damage on headpiece, for 17% cheaper Illusion spells.
So I decided to update the Nightingale Armor's enchantments, making them more suited to an assassin play style (while still retaining most of the original flavour)

Nightingale Set Changes (Values listed for max level (32+))
Hood: llusion spells cost 17% less --> Illusions spells cost 17% less, +17% damage with bows
Armor: +40 stamina/+50% frost resistance  --> +50 Stamina, stamina regenerates 50% faster
Boots: Muffle 75%    --> unchanged
Gloves: Fortify one-handed/lockpicking 25%--> Double sneak-attack damage, +25% easier Lockpicking

Also changes the "Nightingale Full Set" hidden bonus from a measly +25 armor, to +15% better sneaking.
