Loading screens are 3D models, so you would need a Skyrim texture file (*.DDS) and a 3D model file (*.NIF) to use that texture in (e.g. a flat surface, or a picture frame if you wanna get real artsy), You'd also need a mod file from the Creation Kit to actually tell the game to use those other two files in a loading screen. Automating those conversions is possible, but I'm afraid I wouldn't know the first thing about how to do it.
