So, I'm pretty sure that it's incompatible since it almost changes the whole city, but what about "Solitude Reborn" (or "TRUE City", though that one's just an older version of the first as it seems...)? Also on that matter, what about "SNOW City" and "SKY City". Though they both are pretty bugged and/or feel incomplete, some may still use them (I've still got Sky City since I don't want to start a new save... again). Also, what about mods that add more trees to cities to make them look friendlier (in my case "Beautiful Whiterun" and "Towns and Villages Enhanced - Riften" )? If there needs to be a Patch for JK's mods, these will probably be incompatible too, right? Last, what about "Real Estate"? It adds tons of signs to the cities (in front of the houses), and I dont know how much your mod alters those areas... Thanks for your answer! If I ever find myself with enough time to check some of these out myself, I will!

Out of Solitude Reborn, True City, and Complete Solitude - Solitude Reborn is the most complete and recently updated. It adds it's own Massive Sewer System including a Thieves guild section, A Treasury Vault, a College of Whispers, and Special patches for JK's and the Dawn of series along with a replacer patch of it's own for the Solitude Bathhouse. However, since it is technically abandoned at this point the only thing to keep would be those main features.
Most of the architectural changes should go in favor of Holds, but I think it could definitely be done as most of the new NPC's live in the new section it adds. All of the other stuff could be stripped out if needed.

There has already been quite a lot of debate over that. I won't start anything here. basically the worst you will have would be NPC's walking into walls and stopping to re-adjust their ai path. Nothing game breaking. A patch may be coming from the iNPC author possibly at some point, but no ETA was given. You can always just try it and report your findings.
What about Arthmoor's village mods? For Etac and JK I suggest you talk with Stryker, the creator of the patches to make all those mods work together (http://www.nexusmods.com/skyrim/mods/65855/).
So, I just opened up Solitude Reborn and Holds in CK and it seems as if they are heavily incompatible... Like there are doors hovering in the air and their houses completely missing and grass/cobblestone mixing up with flickering textures. Also some wall end up in the nothing as it seems (though maybe that's normal since you might not be able to see it???). So yeah, if anyone knows how to create a patch for that, I'd be very thankful if he/she did so... I'm pretty sure I can't do that myself...
Just an FYI, DynDoLod does weird things with this. I'm sure it could be fixed within DynDoLod somehow, but I am new using that particular LOD mod. I went to Whiterun today and the pretty bridge and guard stations, walls, etc had doubles that were less impressive texture wise and a bit off spatially from the original. I simply disabled and marked for delete. Tedious but the least I could do since I cannot follow directions. I loaded my saved game after installing. I had JUST gotten to Iverstead for the bajillionth time. I just could not choose between Hadvar and Ralof any more! Too sad. Anyways! Like I said, just an FYI, and if anyone has DynDoLod as well as this and started a new game can likely either confirm that it's because of the loaded save or not.
Ok, new information: it seems CK messees up the loadorder, so I just booted up my save with holds loaded before solitude reborn and here we go: the full city extension seems to be available. Also, college of whispers and sewers seem to work fine - mostly, though the issues with a sewer entrance don't seem to be Holds' fault. Biggest issue yet: That bakery at the marketplace seems to block 2 entrances to SR buildings. The Ghost Sea Arcaneum (a book store?) is fully blocked (wall in front of door), another building is still accessible with a pillar in front of the door (can still activate door around pillar, or just disable pillar, which seems fine to me (no walls seem to go missing and buildings don't look weird). Note: I did not yet check the city outsides (meaning the buildings in front of the entrance! (//TODO )
Also, I checked with Beautiful Whiterun and at first glance, all is fine. Well at least if you don't care if trees sprout from your bank's roof. But that was about everything I could see just like that. Which is less conflict than Breezehome fully upgradeable alone where more trees were in bad locations, but all could be disabled. Also this basically means that BFU is pretty much confirmed working for me (only major exterior changes are the garden and the balcony which seem to be fine). Note here too: Did not check outsides either, but Beautiful Whiterun should stay inside the city I think.

€dit: Riften is working fine on first glance. Walked around town, but as it seems, most of your changes are in the docks area and not inside the city itself.
But then I checked Solitude entry area and its a total mess. 2 stairs inside each other leading to the city gate and the buildings all inside each other (until the tunnel entrance, about there downwards, only your buildings are there, Solitude Reborn doesn't go that far down the hill). Plus, there is dirt clipping through the stairs and floor in some places. But I'm not sure whether this is because of SR or something else.
I'll probably go and have another look at the ck if I manage to get the load order right (LOOT seems to have a feature for that). Maybe I can fix some smaller stuff like the market area, and then I'll try to do the entrance somehow...
Another edit: ok, ck is pretty hard to navigate and also all the triggers are kind of irritating. I guess there is a way to hide them, but I really don't know that much about CK. Also, in front of the city, the area looks way different from ingame. I probably loaded the wrong cell/location and only see the lods...
You say that CRF needs a patch, but I don't see one in the file you have.
Also I think Requiem should be changed to "Semi-Compatible, possibly unbalancing." I don't foresee any huge conflicts, just differences in intentions. The main thing that a Requiem patch will need to do is add the relevant perks to NPCs and move merchant chests into their respective buildings and give those chests master locks. Also it would need to make sure that the new merchants and Guards are using the correct "Unleveled Lists" that Requiem creates, though I'm pretty sure that if you just pointed to a vanilla leveled list Requiem's SkyProc can point it to the correct "unleveled list"
Hidden hideouts of Skyrim should be added. Especially the city edition. I use it in all my playthroughs, so I'll report back once I've had some time to test it out.

I have tested this with the Dawn of Windhelm and I can say that they are pretty compatible, the only things that stood out for me were some barrels where you enter the docks is clipping with a merchant stall and a bit of building that hangs out by the entrance to the area added by this mod, the latter I just roleplayed as it's an old city, some stuff is out of whack, and the former I just used the console to disable some barrels.. But no ctds or anything like that. Also I'd like to add that this mod doesn't really touch Markarth so most Markarth mods are still compatible.
I haven't noticed any issues with summerset isles mod and the skyrim immersive creatures mod and wyrmstooth, since it seems like you're not fully sure if they're compatible. Don't feel too intimidated, I'm sure you'll have maximum compatibility soon enough
Bijin All-In-One-2016 uses all VANILLA\USLEEP Packages for their routines. That is why it works if its placed above all city files. Obviously, City Overhaul overhauls ALL Npc packages, not just the ones affecting Bijin AIO. I can make versions of Bijin AIO compatible with HtCO, but since this mod is in a very early stage, and likely requires a fair bit of work still, I would like to wait before doing any compatibility files. When it gets closer(a lot) to V 1.0, I could definitely make the required files.
Just tested it and there are clipping issues and very badly miss placed trees. No CTD or ILS only seems to be aesthetic things, some people might not want trees growing out of their stone walkways.
Just tested this with ETAC and they are for the most part not compatible. If using the modular version of etac Dragon Bridge (and Dragon Bridge South), Riverwood, Kynesgrove, Darkwater Crossing, and the Solstheim towns are all safe and can be used, every other town will have major clipping and redundant buildings.
I instaled JK's Skyrim and tried using it along with this mod, there a few little issues such as buildings fusioned in a weird structure, such a tavern in Windhelm fused with some kind of garden and other things; i'll report more of these kind of issues in the future, in the meantime i'll just wait for a patch :v
I'm going to have to do more serious testing to make sure, but it seems that the Dawn of Skyrim collection meshes with Holds incredibly nicely, save for a few small clipping issues here and there, particularly in Windhelm. However, they are very minor and the fact that the Dawn of series doesn't touch Windhelm or Falkreath means that these two compliment each other spectacularly.
I can't put holds and patches on the bottom without it causing Bijin NPCs to fail. Fresh install...dealbreaker though, going to jk's till holds doesnt mess with npc's or said altering mods.
Enhanced Lighting and FX doesn't seem to be compatible with Falkreath, as the city is dark at night with many doors and guards (including the entrance to the inn) is complete completely in pitch black shadows, likely due to the tall and surrounding walls of the city. The interior of the Blood Skull inn is also too dark as the light-sources don't illuminate the entire inn, leaving majority of it in complete darkness (even in the day time, as there are no windows).
It is worth noting that I use Climates of Tameriel, and I had even reinstalled that mod with the Nexus Mod Manager, experimenting on the darkness of night and warmness/coldness of interiors settings, and with had no noticeable effect at all. I had even removed the Midgardr ENB I was using, with no change again.
However, once I've unplugged ELFX from my load order, area brightened up with the vanilla lighting. My suggestion would be to include more natural lighting for interiors and place small light-sources near each door into buildings, as well as distributing torches to all guards so they don't look like they are assassin's waiting in the shadows . (ELFX works well with Whiterun, as well as any other location in my game, where even the dungeons aren't as dark as Falkreath. As for the other places that"Holds" effect, I haven't yet got the opportunity to visit.) Perhaps this mod might benefit from a patch?

Complete Fast Travel Overhaul it's not compatible, take carriage to Falkreath will stuck in a no man city, also Dawnstar, but go to Dawnstar would CTD after a few second.
Love this mod! So far, no ctds, but, just a couple issues noted. Windows in Falkreath (guard area? They are small and on the walls) have no texture...show up purple. One door in Dawnstar (to the left of the "royal" grounds entrance when you first enter the city) door mesh is missing, I believe...just a frame for the door showing up. Skymills and Skyfalls is not compatible...makes the huge stone arch and windmill in Solitude vanish. Hopefully a patch can be made for this. I just can't get over how much better Falkreath is with this...makes the town awesome. I love my Skymills, but I will uninstall it for this! Thank you for this mod, endorsed.

Populated Towns and Cities - I know this is on the list but this is showing as "Unconfirmed". Falkreath is a great example. It's not all Towns though and to be honest so far Falkreath is the only one that doesn't seem to work properly. You get the odd person here and there but not the same population as say Whiterun.
Simply Knock (https://www.nexusmods.com/skyrim/mods/73236) - Any buildings modified by Holds in Towns go straight to lock picking. Again, Falkreath has a couple of examples - Crispy Crumb Bakery Butchers (though I can't remember the name) Any house labelled "family home"
Nothing was possible without Sheson's Dyndolod. After three month of test with " Holds the city Overhaul " by Galandil ". This great mod , Work fine with with "Navies of Skyrim". No Problem in Solitude juste overwrite Tower of the lighthouse in front of the imperial port. Also with help of Dyndolod.

I believe Enhanced Landscapes is incompatible. Adds Rock formations outside Solitude Walkway and adds trees to the Tamriel Worldspace where the child worlds are and causes Lod textures to display inside the child worlds.
I was wondering something: this mod has a lot of others that can be made compatible with it via patch, Legacy of The Dragonborn included, and that mod has pretty much the same situation going for it. Does this mean that if I kept Holds-patched LoTD between Holds itself and its own patched compatible mods, I could make them second hand compatible with Holds itself?

Also on that matter, what about "SNOW City" and "SKY City". Though they both are pretty bugged and/or feel incomplete, some may still use them (I've still got Sky City since I don't want to start a new save... again).
Also, what about mods that add more trees to cities to make them look friendlier (in my case "Beautiful Whiterun" and "Towns and Villages Enhanced - Riften" )? If there needs to be a Patch for JK's mods, these will probably be incompatible too, right?
Last, what about "Real Estate"? It adds tons of signs to the cities (in front of the houses), and I dont know how much your mod alters those areas...

Most of the architectural changes should go in favor of Holds, but I think it could definitely be done as most of the new NPC's live in the new section it adds. All of the other stuff could be stripped out if needed.

There has already been quite a lot of debate over that. I won't start anything here. basically the worst you will have would be NPC's walking into walls and stopping to re-adjust their ai path. Nothing game breaking. A patch may be coming from the iNPC author possibly at some point, but no ETA was given. You can always just try it and report your findings.
So yeah, if anyone knows how to create a patch for that, I'd be very thankful if he/she did so... I'm pretty sure I can't do that myself...
Note: I did not yet check the city outsides (meaning the buildings in front of the entrance! (//TODO )
Also, I checked with Beautiful Whiterun and at first glance, all is fine. Well at least if you don't care if trees sprout from your bank's roof. But that was about everything I could see just like that. Which is less conflict than Breezehome fully upgradeable alone where more trees were in bad locations, but all could be disabled. Also this basically means that BFU is pretty much confirmed working for me (only major exterior changes are the garden and the balcony which seem to be fine).
Note here too: Did not check outsides either, but Beautiful Whiterun should stay inside the city I think.

Riften is working fine on first glance. Walked around town, but as it seems, most of your changes are in the docks area and not inside the city itself.
But then I checked Solitude entry area and its a total mess.
2 stairs inside each other leading to the city gate and the buildings all inside each other (until the tunnel entrance, about there downwards, only your buildings are there, Solitude Reborn doesn't go that far down the hill). Plus, there is dirt clipping through the stairs and floor in some places. But I'm not sure whether this is because of SR or something else.
I'll probably go and have another look at the ck if I manage to get the load order right (LOOT seems to have a feature for that). Maybe I can fix some smaller stuff like the market area, and then I'll try to do the entrance somehow...
Another edit: ok, ck is pretty hard to navigate and also all the triggers are kind of irritating. I guess there is a way to hide them, but I really don't know that much about CK. Also, in front of the city, the area looks way different from ingame. I probably loaded the wrong cell/location and only see the lods...
Also I think Requiem should be changed to "Semi-Compatible, possibly unbalancing." I don't foresee any huge conflicts, just differences in intentions. The main thing that a Requiem patch will need to do is add the relevant perks to NPCs and move merchant chests into their respective buildings and give those chests master locks.
Also it would need to make sure that the new merchants and Guards are using the correct "Unleveled Lists" that Requiem creates, though I'm pretty sure that if you just pointed to a vanilla leveled list Requiem's SkyProc can point it to the correct "unleveled list"

Just tested it and there are clipping issues and very badly miss placed trees.
No CTD or ILS only seems to be aesthetic things, some people might not want trees growing out of their stone walkways.
As of now the worst I've seen is in Solitude.
It is worth noting that I use Climates of Tameriel, and I had even reinstalled that mod with the Nexus Mod Manager, experimenting on the darkness of night and warmness/coldness of interiors settings, and with had no noticeable effect at all. I had even removed the Midgardr ENB I was using, with no change again.
However, once I've unplugged ELFX from my load order, area brightened up with the vanilla lighting. My suggestion would be to include more natural lighting for interiors and place small light-sources near each door into buildings, as well as distributing torches to all guards so they don't look like they are assassin's waiting in the shadows . (ELFX works well with Whiterun, as well as any other location in my game, where even the dungeons aren't as dark as Falkreath. As for the other places that"Holds" effect, I haven't yet got the opportunity to visit.) Perhaps this mod might benefit from a patch?

It's not all Towns though and to be honest so far Falkreath is the only one that doesn't seem to work properly. You get the odd person here and there but not the same population as say Whiterun.
