Fixed a bug with a bounty being set if the player does their time in jail.

Violent crimes and high-bounty nonviolent crimes now have a chance of getting the player sent immediately to jail upon arrest.
Escape from prison now results in either a petty-crime-threshold bounty (if the optional objective is either complete or was never triggered) or a bounty just below the arrest-on-site threshold.
Added a dialogue fix for paying the guards in the quest In My Time of Need.
