I have similar thoughts. I see that part of their script files are the same. esp should run normally. I don't understand whether the overwritten script has more important functions.

Well, CGO does not change the vanilla stagger system, so the Overhaul will theoretically be compatible with this mod. Moreover, I played with both mods together and didn't notice any compatibility issues, so practically CGO is compatible with Action Combat.
I've ported this mod over to SE by simply resaving it in CK, and it appears to work properly except for parries. First of all, in the MCM the option says "Disable parries", and I don't know if I have to tick that option or not. Still, I made some tests with both values and I don't seem to get any noticeable difference. I've experienced some things that might have been parries, but they might as well been staggers. I've run these tests using a bandit with the same weapon as mine (a shortspear).

Instead of Nif Optimizer use Cathedral Assets Optimizer. And be sure to use SSE CreationKit Fixes.
