I can't confirm that since I didn't swith to CoT v5 yet. But I am sure that JJC knows things better than I do !
Sidfu says that the 'chances for weathers changed. So that might have to be adjusted/forwarded, which I might do someday when I switch to CoT v5.
Will be some boring drag-and-drop work (with all the confusing patches), which I lazily avoid at the moment

3.17: The CK Wiki recommends that the total of the weather chances should be 100. CoT itself doesn't follow this recommendation in many regions. Although there is no word about negative effects, I wanted to have this sorted properly at least for the 5 snowy regions covered by ESS (3 weathers in their 3 variants = 9 ), also for a better overview of the weather chances.
After lowering CoT weather chances as smooth as possible... ESS chances are now Mountains 30, Windhelm 21, Coast 21, Snow 21, Winterhold 33
All 5 regions now have a total of 100
Patches for SoS and even CoT Sounds available ! (Patches always need to be loaded after their masters.)

That little private ESP (with no reference to ESS) is available under Miscellaneous just for fun. It adds / sorts / increases the chances of the 3 CoT Rain Storms (grass, needles and leaves particle effects) for some regions (Whiterun, Tundra, Reach, Volcanic Tundra)
The tundra didn't feel as rough anymore as it did in CoT 2.
Expect more unfriendly weather in Whiterun and the Tundra
Remember that it requires extra patches if you use any ambient sound mods !!! Won't patch that until I start using SoS again. Skyrim has reached an age where people should start to become familiar with Tes5Edit.
JONUS made the version for the old CoT 2. He has sort of retired (after making ESS for CoT 2.1), but he is still watching (I hope). I made it compatible with 3.1 and tried to find a balance for the frequency of the chances to happen between CoT and ESS weathers. (Mostly followed Jonus' example in 2.1 and reduced CoT Blizzards.)
I understand how JONUS made the storms with the CK but I will NOT touch that part. I examined the old ESP with Tes5Edit and corrected the missing data and image space values (IDs changed from CoT 3.0 to 3.1 in the process of fixing the corrupted version and some stuff has different names). This has cost me some hairs (as you can see), but I fumbled it out.

I stopped working on weathers long time ago and stuck my into followers. That made me forget too much. Then somebody came up with a patch for CoT 3.1 which required to expand the patch madness. I still don't dare to re-open the box of pandorra for CoT 5.
But lately I tried to bring a little order to the files and deleted old stuff.
Maybe my loadorder screenshot sheds some light on what you need from CoT and ESS and how to sort the load order. (BOSS and LOOT are the ultimate solution and should only be regarded as good advisors.)

ESS 317 Patch for COT Sound DG Patch-"COT Sound required". I dont understand what COT Sound is and whether or not i have it and if this patch is needed. I'm on COT 3.1. due to Supreme Storms.
What is the deal here? You have several updates that do not make sense, there are no clear instructions on how we should install this part of the mod, I have no idea what to do beyond the main mode how can anyone? I appreciate your mods but seriously man this is confusing!
Might be hard to believe, but for me it is confusing, too since I didn't work with it for a long time. And that cost me a lot of knowledge and oversight
Now with the release of CoT 5 I would have to go through it all again and I currently really have other priorities.
Also, modders sometimes assume that users know certain things because it seems simple to the modder ( which is a mistake that I made as well )
Now, please take the time and tell me what you have ( lighting and sound mods ) and I or another nice person will try to tell you what you need and how to set it up
With the default weathers for a region already tallying up to 100%, arent you giving a very small chance for the new weathers to appear? For instance the Winterhold region has 100 listed for the chance of the default SkyrimStormSnow, the next largest chance is only 7 for any the new weathers. Even if it scales the percentage arent any of the new weathers only being applied 1/2 the time at most? I'm not sure, I'm asking, I just started looking into this because I wanted more snow on christmas :p
