also your v121212 link tells you to edit binary variables that aren't even present in the skyrim prefs file.
If you've never used an ENB preset before, you have to edit some one line in your prefs file so that files so that things render properly. That's it. If my instructions are tough for you to follow look at literally any other ENB preset and follow their instructions - they're the same steps.
And the 121212 file is from 2012 FFS - I'd be surprised if it works at all today. I'm certainly not supporting it anymore.
I recently took these screenshots with the new 305 version of this preset. It looks... off. Did I install it wrong or is this just how the preset is supposed to look?

Also if I did install it wrong can somebody tell me how to properly install it and/or link some screenshots of the v305 preset in action?
(btw I would like to say that The Goddess 121212 version is my favorite ENB of all time so thank you Anaphiel for that!)
Glad that you liked the older versions - the newer builds are (IMO) better and more balanced in some meaningful ways, but I'm still struggling to achieve those improvements with the overall character of the older builds.
If you're ever interested in screenshots, my Flickr and Tumblr accounts have more than you'd ever really want to look at. The ENB preset that I'm using for those shots is fundamentally similar to the version here - I haven't been developing it in any systematic way for quite a while now, just tinkering and tweaking here and there.
I have since done some tweaking to the enblocal, and it appears that when I disable "EnableMultipleWeathers", the sky goes from an unnatural-looking purple colour to more of a normal blue colour. It also fixed a recurring crash-to-desktop when in exteriors. Any idea why?
Other than that, the preset looks amazing (interiors are sooooo good). Thanks a bunch.
To find out what weather is active, open the ENB editor by hitting shift-backslash (if that doesn't work try shift-return; I usually change the default but not always). Once that's open, near the top of the left-most pane you should see the option to show the weather panel;. At the top of the weather panel is the current and outgoing weather and the name of the weather file that's being read. Both of those bits of info would be helpful.

Edit: Also just so we're on the same page I am using the 308 version of the binary cause I needed the memory boost.
There are a ton of unfinished or unbalanced weather settings in this version, and this weather seems to be one of them.
EDIT: Okay. I have noticed since turning that setting to 0 the air is blue now instead of purple.Is this normal? I posted a pic.
As always I suggest following me on Flickr and grabbing newer builds as I post them, or if you prefer the older builds either accept that they have some (occasionally very) rough spots or tinker with them yourself and fine-tune it to your taste. I'm sorry, but I don't really have enough spare time to work on my current ENB build, much less to re-install old, abandoned presets to work on them.
Edit: trying out the new one. Holy crap some of your characters on your flickr page have amazing dresses/robes. Is the ENB on your flickr account letterbox compatible? I am trying to turn it on via the instructions in an earlier post but it isn't showing up?
Edit again: I like the look of the old enb better. The interiors on the new one are amazing but I loved the exterior coloration on the .308 better. Hopefully someday the newer one will look like it. I am gonna try the old one with ELFX and Vivid weathers and just tinker with the fog.
I like the exterior of the old enb and the interiors of the new one LOL. Too bad I can't do both.

There are actually a bunch of different preset builds available through my Flickr account - check the "File Releases" and :ENB Releases" albums... my suggestion is to look at the screenshots, find some that you like the look of, and try to find the build that's closest in date to them (or message me there - I have most of the builds that I've made archived, most of which never got uploaded). Most of the older ones are based off of the same codebase that I've uploaded here on the Nexus (or similar), while most of the newer ones are based on my KR ENB re-make (which I think looks more like the older Goddess than you'd think a lot of the time, although it is sharper and brighter in the most common weathers).
As far as letterboxing goes, yep, pretty much every version that I make has that feature. It can be in different places depending on the build, but usually it's in the Effect.txt settings. In the latest KR ENB builds you just pop open the editor, look for the Effect.txt section of the Shader Parameters tab, and scroll down to "Letterbox". Click on the line that says "Letterbox" and you'll see a check pop up next to it and the letterbox will be active - you can adjust the slider to whatever thickness you prefer using the "Letterbox Size (%)" control.
As far as the letterbox goes I did find something that says "Letterbox %" and I tried to increase the number but nothing happened. I didn't notice a check box. I will look again.

I am trying to find that nini's Adler Armor conversion armor your character is wearing but I think it's gone the way of the dodo.
I do have a version written directly to the .319 binary available for download on my Flickr account, though. Bear in mind that it's a totally different codebase - I re-built around the KR ENB preset - it has a lot of the look and feel of these versions, but is still pretty different.
Most new binaries introduce new features, some of which may be enabled by default. If you drop in a new binary, it has no settings for those new features, so it writes default settings to the ini files, none of which are remotely balanced to work with the other features. Boris may also have re-written the way things like SSAO, subsurface scattering, day/night detection etc. work, which may need to be accounted for by modifying the ENB settings. As a result you're likely to get some unexpected, usually unpleasant results using a much newer version of the binary.
The version of The Goddess hosted here that's intended for use with the .12.12.12 binary for example is 5 years out of date - there's five years of new settings and code changes that would have to be accounted for. Even the newer version, written for the .305 binary, doesn't support some newer features that can change appearances pretty dramatically.
As for the vignette, I assume you mean the letterbox effect. Once you get the menu open look under the effect.txt section of the shader window and find the "letterbox" section, then just click next to the name and adjust the size to your taste. There is actually a vignette section as well, which basically darkens the corners of the image to add a sort of framing effect.
Every time I click apply changes to add the letterbox my game freezes and then the letterbox disappears.
